Seriously, doesn't Cap's rogues gallery contain a million better villains to choose from like Yellow Claw, US Agent, Madame Hydra, Serpent Society, AIM, Dr. Faustus, Modak, Baron Zemo, Richard Nixon and the Tumbler.
